Pop Release 8.2

This release introduces black to the pop codebase. This adds a significant change in how code style is managed, code style is now just managed with the PSF tool black.

This release also extends pop-seed to auto enforce the same standard of using black in all pop projects.

The pop-seed command will now add a pyproject.toml file and a pre-commit configuration. The hope is that this will allow all pop projects to adhere to a completely consistent style.
