POP Release 18.0.0

We are pleased to release POP 18.0.0.
This release removes legacy/unused code and separates pop testing libs into their own project.

pop-conf
========

In previous releases, pop-config replaced the native pop.conf code, but pop.conf remained in the core of pop.
The pop.conf has been moved into it's own app mergeable project called pop-conf (gitlab.com/saltstack/pop/pop-conf).

pytest-pop
==========

The testing mod had been completely removed from pop and integrated into the pytest-pop project.
This makes it so that testing libs aren't included in a production pop project -- making binaries built from pop projects smaller.
Testing tools for pop can be released, developed, and maintained on their own.
New testing tools don't justify a new release of pop.
